DHS Implementation of the Olmstead Decision - Reports 90% of residents at State Centers are severely & profoundly disabled compared to only 16% similarly diagnosed individuals in community group homes. State Centers are in rural areas, so economic development potential would be modest.
ODP-Benjamin Implementation Plans - This document highlights how unrealistic HB #1650 really is. ODP reports it has only managed to place 46 people in the community since the Benjamin Settlement was reached. 75% of people on the Planning list to move into the community do not even have a selected group home identified.
HB #1650 would require 167 placements into the community per year, a highly improbable goal.
